ADMINISTRATIVE CIRCULAR NO. 5 
[1977]
 
In the interest of the administration of justice and in order to establish a uniform and maximum rate of allowance that may be granted by local governments for Judges and Clerks of Court of the same category, the following guidelines are hereby adopted for the guidance of all concerned:

[1] Judge and clerks of court are authorized to receive transportation and representation allowances from local governments at rates not exceeding the amounts indicated opposite the respective positions:

1. JUDGES    
A. CFI, CCC, CAR, JDRC P400.00 P300.00
B. CITY COURTS:    
a. Manila, Caloocan, Pasay, and Quezon Cities, Bacolod, Baguio, Cabanatuan, Cagayan de Oro, Cebu, Davao, Iloilo, Laoag, Naga, Olongapo and Zamboanga Cities 350.00 250.00
b. All other City Courts 300.00 200.00
2. MUNICIPAL COURTS:    
a. Metro Manila
b. Capitals
c. Municipal Circuit Courts
d. All Other Municipal Courts

3. CLERKS OF COURTS:

[2] The above limitations shall be applicable to all Judges, including Executive Judges (who shall continue to be entitled to receive their expense allowance from the Supreme Court under Administrative Order No. 6).

[3] No other travel allowances or travel grants for travel outside of their respective districts or official stations may be authorized without the prior approval of the Supreme Court.

[4] All Judges within the Province or City must be granted the same kind of aforementioned allowances and at the same rate; otherwise, no Judge therein shall receive said allowances in order to avoid discrimination.

[5] This amends Circular No. 2 dated March 13, 1975 and retroacts to said date.

[6] This amends Administrative Circular No. 1 Series of 1976 dated April 8, 1976.
   
Strict observance of these guidelines is hereby enjoined.
