ADMINISTRATIVE ORDER NO. 58-A -
AMENDING ADMINISTRATIVE ORDER NO. 58 DATED 4 MARCH 1999 "CONSTITUTING
THE PETROCHEMICAL AND PLASTICS MOBILIZATION TASK FORCE, PRESCRIBING ITS
FUNCTIONS AND FOR OTHER PURPOSES" AND RENAMING IT AS THE PETROCHEMICAL
INDUSTRY COMPETITIVENESS BOARD

| WHEREAS, the Petrochemical and Plastics
Mobilization Task Force was constituted to provide support for the full
development of the petrochemical and plastics industries; WHEREAS, there is a need to rationalize the functions and reconstitute the composition of the Petrochemical and Plastics Mobilization Task Force to ensure the global competitiveness of the petrochemical and plastics industries under a regime of fair and open trade; NOW, THEREFORE, I, JOSEPH EJERCITO ESTRADA, President of the Republic of the Philippines, by virtue of the powers vested in me by law, do hereby amend Administrative Order No. 58 dated 4 March 1999 and order the following: SECTION 1. Reconstituting and Renaming the Petrochemical and Plastics Mobilization Task Force. — Section 1 of AO 58 is hereby revised to read as follows: "SECTION
1. The Petrochemical and Plastics Mobilization Task
Force is hereby reconstituted and renamed as the Petrochemical Industry
Competitiveness Board. The Board shall be composed of representatives
from the following:
Department of Trade and Industry - Chairman Department of Finance - Member National Economic and Development Authority - Member Tariff Commission - Member Bangko Sentral ng Pilipinas - Member Office of the Presidential Adviser On Economic Affairs and Flagship Projects - Member PNOC-Petrochemical Development Corporation - Member Association of Petrochemical Development Corporation - Member Philippine Plastic Industrial Association - Member" SECTION 2. Functions of the Petrochemical Industry Competitiveness Board. — Section 2 of AO 58 is hereby revised to read as follows: "SECTION
2. The Petrochemical Industry Competitiveness Board
shall act as a research and coordinating body responsible for the
development of the competitiveness of the petrochemical and plastics
industries. It shall have the following functions:
a. Undertake research and formulate policies and recommend measures to promote full development of the petrochemical and plastics industries, including the rationalization of these industries, the enhancement of technology and human resource development; b. Monitor and coordinate the effective implementation of policies and programs on the petrochemical and plastic industries; and c. Closely work and call on existing government and private sector agencies and other bodies to ensure the effective performance of its functions." SECTION 3. Reporting and Administrative Support. — Section 3 of AO 58 is hereby revised to read as follows: "SECTION
3. The Department of Trade and Industry, through the
Board of Investments, shall provide administrative and secretariat
support to the Board. It shall prepare and submit periodic reports to
the President on the programs and activities of the Board. For this
purpose, the Department of Budget and Management shall provide
appropriate funding support for the operation of and administrative
support to the Board.”
SECTION 4. Repealing Clause. — All issuances, orders, rules and regulations or parts thereof which are inconsistent with the provisions of this Administrative Order are hereby repealed and/or modified accordingly. SECTION 5. Effectivity. — This Administrative Order shall take effect immediately. DONE, in the City of Manila, this day of March in the year of our Lord, Nineteen Hundred and Ninety Nine. |
