Section 1. Barangays Lublub and Abuyo and the sitios of Bato,
Diwakwak, Dilacay, Canile, Manial, Mulawin, and Marikit East in the
Municipality of Dupax del Sur and Barangays Pelaway, Kawayan, Lipuga,
and Galintuja and the sitio of Taang in the Municipality of Dupax del
Norte are hereby detached and separated from their respective
municipalities and constituted into a separate and independent
municipality, to be known as the Municipality of Alfonso
Castañeda in the Province of Nueva Vizcaya.
Sec. 2. The seat of government of the new
municipality shall be in the present site of Barangay Lublub,
Municipality of Dupax del Sur.
Sec. 3. The territorial jurisdiction of the
Municipality of Alfonso Castañeda shall be bounded as follows:
From point 1 to 2, bearings 43 degrees south, 50 minutes east; to point
2 to 3, bearings 49 south, 40 minutes west; to point 3 to 4, bearings
18 degrees north, 30 minutes west; to point 4 to 5, bearings 29 degrees
north, 00 minutes west, true; to point 5 to 6, bearings 70 degrees
north, 30 minutes east; and point 6 to 1, bearings 27 degrees north, 00
minutes east; bearings true and correct; Point 1 to 2, being a line of
24,400.00 meters; 3 to 4, being a line of 5,300.00 meters; 4 to 5,
being a line of 14,500.00 meters; and 6 to 1, being a line of 9,600.00
meters, all distances true and correct; containing an area of 37,535
hectares approximately: Provided, That nothing in this Act shall after
the boundaries between the provinces of Nueva Vizcaya and Quezon as
provided for under existing laws.
Sec. 4. Within sixty (60) days after ratification
by the majority of the votes cast in a plebiscite supervised by the
Commission on Elections to be conducted in the affected area of the
present municipalities of Dupax del Sur and Dupax del Norte within a
period of ninety (90) days after the approval of this Act, the
President (Prime Minister) shall appoint the Mayor and other officials
to hold elective positions in the new Municipality of Alfonso
Castañeda.
Sec. 5. The new municipality shall acquire
corporate existence upon the appointment and qualification of the first
Mayor and the majority of the members of the Sangguniang Bayan.
Sec. 6. All laws, executive orders, rules and
regulations, or parts thereof, which are inconsistent with the
provisions of this Act are hereby repealed or amended accordingly.
Sec. 7. The expenses in holding the plebiscite
provided in Section 4 hereof shall be supported by the appropriation
provided for the Commission on Elections.
Sec. 8. This Act shall take effect upon its
approval.
