COMELEC RESOLUTION NO. 3715
IN THE MATTER OF GRANTING CASH ADVANCES TO THE OFFICE OF THE REGIONAL ELECTION DIRECTOR AND SPECIAL DISBURSING OFFICERS FOR THE TRANSSHIPMENT OF COMELEC CARGO INTENDED FOR FIELD OFFICES.
 
 

This pertains to the Memorandum No. 01-03-013 dated 08 February 2001 of Commissioner Mehol K. Sadain, recommending authority to all Regional Election Director’s Offices to draw cash advances and to appoint Special Disbursing Officers (SDO) for all Regional Offices for the transshipment of Comelec Cargo intended for field offices.

The Memorandum of Comm. Sadain reads:chanroblesvirtuallawlibrary

    " In view of the various complaints that have reached our office regarding the transshipment of Comelec Cargo to field offices, the undersigned strongly recommends that all Regional Election Director’s Offices be authorized to draw cash advances for this purpose. Each Regional Office should be granted authority to draw at least PhP 50,000.00 transshipment fund to defray the cost of sending regular office supplies and election forms and materials to the far flung areas of the region. As it is, Provincial Election Supervisors and Election Officers are made to go to the Regional Directors or Provincial Election Offices, respectively to claim their cargo at their expense. Considering that these field officers receive only a small amount from their salaries, it would be most unfair to expect them to shoulder the cost of transshipping official Comelec cargo.

    "In the same light, a Special Disbursing Officer (SDO) should also be designated by the respective Regional Directors to monitor the release of this fund. Designating regular Comelec employees to act as SDO assures this Commission regularity in the disposition of this fund. Appointed SDOs shall be solely accountable for disbursement made by him."

In view of the foregoing, the Commission resolved, as it hereby resolves, to approve the recommendation of Comm. Mehol K. Sadain to allocate the amount of Fifty Thousand (PhP 50,000.00) Pesos, as transshipment fund in all offices of the Regional Election Director. Accordingly, the Regional Election Director shall designate a Special Disbursing Officer (SDO) to facilitate and monitor the release of this fund, subject to liquidation under COA rules and regulations.

Let the Finance Services Department implement this Resolution.
