This pertains
to the appointment and assumption to duty of Chairman Alfredo L.
Benipayo
and Commissioners Resurreccion Z. Borra and Florentino A. Tuason,
Jr.
It appearing that Chairman Benipayo and Commissioner Tuason, Jr. have
not
yet been given their regional assignments, there is a need to revisit
the
resolution approving the temporary regional assignments of
Commissioners-in-Charge
(CIC) issued immediately after the retirement of former Chairman
Harriet
O. Demetriou and Commissioners Julio F. Desamito and Teresita Dy-Liacco
Flores.
Chairman Benipayo, being new in the Commission, inquired about the functions of the Commissioners-in-Charge of a region. The Commissioners cited, among others, that the primary function of the CIC is to oversee the general work, needs/problems in their respective regions. In view of the foregoing, the Commission resolved, as it hereby resolves, to designate the following as Commissioner-in-Charge of the regions indicated opposite their names:chanroblesvirtuallawlibrary
Comm. Luzviminda G. Tancangco - Regions IV, IX and part of ARMM Comm. Rufino S.B. Javier - Regions VII and VIII Comm. Ralph C. Lantion - Regions III and VI Comm. Mehol K. Sadain - Regions XI, XIII and part of ARMM Comm. Resurreccion Z. Borra - Regions I, X and CARAGA Comm. Florentino A. Tuason, Jr. - Regions II, CAR and V
RESOLVED, moreover,
to direct the Executive Director to submit to the Commission the
guidelines
on the functions and duties of a Commissioner-in-Charge to his assigned
regions and the Office of the Comelec Secretary to furnish the Chairman
and two (2) new Commissioners copies of pertinent resolutions
authorizing
the CICs to act on requests for transfer/detail/reassignment of
personnel,
overtime services, additional casual, travel, supplies and equipment
and
policies on the hiring of casuals.
This Resolution supersedes any orders, directives or resolutions inconsistent herewith. Let the Executive Director and the Office of the Comelec Secretary accordingly implement this Resolution.
