In view of the ruling of the Commissioner of Civil Service contained in his 1st Indorsement dated November 7, 1970, regarding the proper interpretation of Section 4 of Civil Service Rule XV, to the effect that presidential appointees including the Clerks of Court are not required to keep daily time records of their attendance, the above-named officials are required to submit, in lieu of daily time records, a certification of service in the following form: [Specify dates when service not rendered and why]. __________________________________________ [Presiding/Executive Judge] This Court will continue the policy of withholding the salary warrants of the above-mentioned officials who are late with the submission of the said certificates of service. Circular No. 4, dated June 15, 1973, is hereby modified accordingly. January 21, 1977.
