EXECUTIVE
ORDER NO. 283 - GRANTING THE APEC-NOC AUTHORITY FOR THE PROCUREMENT AND
EXEMPTION FROM THE GOVERNING PROVISIONS OF PUBLIC BIDDING TO FAST-TRACK
THE ACQUISITION OF NECESSARY SUPPLIES, EQUIPMENT AND SERVICES FOR THE
1996 ASIA-PACIFIC ECONOMIC COOPERATION MEETING

| WHEREAS, the Philippines will host
the 1996 Asia-Pacific Economic Cooperation annual meeting; WHEREAS, the APEG-NOC Executive Committee and Secretariat have been organized and operationalized under Administrative Order No. 160; WHEREAS, there is need to grant certain authorities and exemptions to fast-track the procurement of necessary supplies, as equipment and services for the preparation and actual undertaking of the APEC meeting; NOW, THEREFORE, I, FIDEL V. RAMOS, resident of the Philippines, by virtue of the powers vested in me by the Constitution, do hereby order. SECTION 1. The APEC-NOC Director General is hereby granted authority for procurement and the activation of a Procurement Committee with appropriate approving authority level of a Department Secretary. SECTION 2. To fast-track the acquisition of necessary supplies, equipment and services for the APEC meeting, the APEC-NOC Executive Committee is hereby granted exemption from the governing rules on public bidding, subject to the relevant provisions of E.O. No. 301 entitled “Decentralizing Actions on Government Negotiated Contracts, Lease Contracts and Records Disposal.” SECTION 3. This Executive Order shall take effect immediately. DONE in the City of Manila, this 8th day of November, in the year of Our Lord, nineteen hundred and ninety-five. |
