SUBJECT : Delegation of Authority for the Disbursement of Funds in the Regions
WHEREAS, it is relevant to further strengthen the administrative capability of the Regional Offices for effective regional administration pursuant to Letters of Instructions Nos. 448 and 728;
WHEREAS, it is necessary to give adequate authority to the regional offices in the disbursement of funds in order to avoid delays in the prosecution particularly of infrastructure programs; and
WHEREAS, the President has continuing authority to reorganize the government pursuant to Presidential Decree No. 1416;
NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers vested in me by the Constitution, do hereby order the following:
SECTION 1. Letter of Instruction No. 782 is hereby rescinded.
Sec. 2. Regional disbursements shall be governed
by such applicable policies, rules and regulations as were obtaining
prior to the issuance of LOI 782, including additional policies and
guidelines as have subsequently been issued such as Letter of
Instruction No. 794.
This Letter of Instruction shall take effect immediately and shall
continue to remain in force pending the adoption by the President of a
new set of policies and procedures relative to a regional disbursement
system.

Seventy-Nine.
