CRIMINAL COURTS, AND CITY COURTS AND JUDGES OF MUNICIPAL COURTS
SUBJECT:
RE SUBMISSION OF REPORT ON DECISIONS RENDERED IN ALL CRIMINAL CASES.
For the
information
and guidance of all concerned, quoted hereunder is the letter dated
January
9, 1978 of NBI Director Jolly R. Bugarin.

"The
National Bureau
of Investigation is in the process of computerizing its records in
order
to cope up with the needs of the times. There is an ever-increasing
number
of names, and volumes of records being recorded and filed each day.
Various
government agencies and entities, as well as foreign counterparts are
regularly
serviced by the Bureau in their request for records-check. A large
number
of clearance applicants come everyday to be cleared.
"The
various courts
in the country have been furnishing us with records on cases brought
before
them. It is respectfully requested, however, that said courts be
advised
to immediately forward to this Bureau, decisions in all criminal cases
(conviction or acquittal), with the personal circumstances, as complete
as possible, of the persons involved.
"The
cooperation
that we would get from the said courts in this regard shall be great a
help in the endeavor being undertaken.

Henceforth,
all Clerks
of Court of the Supreme Court, Court of Appeals, Courts of Tax Appeals,
Courts of First Instance, Juvenile and Domestic Relations Courts,
Circuit
Criminal Courts, and City Courts and Judges of Municipal Courts, are
required
to transmit immediately to the National Bureau of Investigation, copies
of decisions in all Criminal Cases rendered by their respective courts,
regardless of whether said decisions are for conviction or for
acquittal
of the accused, except as otherwise provided for by law, including a
statement
of the personal circumstances of the accused.
Strict compliance
herewith is hereby enjoined.
