MEMORANDUM CIRCULAR NO. 23 - DIRECTING THE FORMULATION OF AN ACTION PROGRAM TO IMPLEMENT THE MEDIUM-TERM PHILIPPINE DEVELOPMENT PLAN, 1993-1998

WHEREAS, the Medium-Term Philippine Development Plan, 1993-1998, as approved by the National Economic and Development Authority (NEDA) Board, shall be the basis for all development activities to be undertaken by the government during said Plan period; 

WHEREAS, pending Congressional approval of the Plan, it is essential that an action program for its implementation be prepared to ensure that its objectives and priority thrusts are translated into concrete activities and operationalized;

NOW THEREFORE, it is hereby directed that:

Section 1. The National Economic and Development Authority, through the Development Planning Committees, shall coordinate the preparation of an action program to implement the Medium-Term Philippine Development Plan, 1993-1998 based on the implementation programs of the government agencies.

Sec. 2. All executive departments and agencies, including government-owned and controlled corporations, shall formulate their respective action programs to implement the objectives and priority thrusts of the Plan. The agency implementation program shall include: (a) Priority Subsector Activities (PSAs) for 1994-1998; (b) a legislative agenda for 1993 to 1995, including proposed legislative measures and bills pending in Congress; and (c) other required implementing measures for 1993 to 1995. It shall indicate the key measurable targets of and the relative priorities and sequence of implementing the activities to be undertaken; it shall also provide indications of areas where the private sector may be encouraged to participate.

Sec. 3. The agency implementation programs shall be submitted to the NEDA Secretariat in the attached format by 6 January 1993. For this purpose, the NEDA shall provide the concerned agencies with a copy of the Plan.

Sec. 4. This Circular shall take effect immediately.
