WHEREAS,
it is necessary in the interest of public order and safety to regulate
the exercise of the power of local officials to grant permits to hold
public
rallies, mass demonstrations, assemblies and similar meetings in order
to ensure that the dissident elements in society are not provided with
potent avenues for furthering their subversive, or seditious, or
unlawful
activities;

NOW,
THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by
virtue
of the powers vested in me by the Constitution, do hereby order and
decree
as follows:

Section 1. No permit to hold public rallies, mass demonstrations, assemblies and similar meetings shall be granted to persons who have been found guilty of rebellion, sedition or subversion, and who have not been granted amnesty therefor, or to persons who have pending charges of any of the aforesaid crimes. . chanrobles virtual law library Sec. 2. The penalty ofprision correccional in its medium period to prision mayor in its maximum period shall be imposed upon any public officer or employee who violates the provisions of this decree. . chanrobles virtual law library Sec. 3. Any provision of law, rule or regulation contrary to or in conflict with this decree shall be considered, and is, hereby, repealed or modified accordingly. Sec. 4.
