WHEREAS,
Presidential Decree No. 1110-Apenalizes
any attempt on or conspiracy against the life of the Chief Executive of
the Republic of the Philippines, or any members of his cabinet or their
families; and

prevailing circumstances require that the protection given under the
aforementioned
decree be also extended to other ranking officials of the government;
