WHEREAS,
because of subversive and destructive movements and activities against
the government, and the State itself, the nation has suffered grievous
wounds that must be healed;

WHEREAS,
to hasten the restoration of tranquility and stability to the nation,
and
achieve national reconciliation and unity, I have issued various
decrees
extending amnesty to those who have committed such crimes as
subversion,
rebellion, sedition, illegal possession of firearms, and such other
offenses
affecting public order and the national security penalized by the
Revised
Penal Code or special laws;
WHEREAS, to heal and bind the nation's wounds and prevent such from becoming permanent and festering afflictions upon the Filipino nation's unity and harmony, and thereby establish a clean, fresh and unscarred start for all Filipinos, united in one sustained effort to rebuild their nation, all thoughts of recrimination should be laid to rest. . chanrobles virtual law library NOW, THEREFORE, I FERDINAND E.
