WHEREAS,
notices arising from court litigations are to be made in a newspaper or
periodical to which the same were raffled in accordance with
Presidential
Decree No. 1079;

WHEREAS,
newspapers or periodicals do not have uniform rates of publication and
are actually charging different rates, thereby resulting in unnecessary
delays and squabbles among interested parties;
WHEREAS, these delays affect the normal and early disposition of cases requiring publication because the big difference of rates being charged by some publishers makes the implementation of the result of the raffle difficult; and . chanrobles virtual law library WHEREAS, for the aforementioned reasons, there is a need to standardize the rates of all newspapers or periodicals of notices arising from court litigations, and to limit the distribution thereof by raffle to newspapers or periodicals charging the standardized rates of publication. NOW, THEREFORE, I, FERDINAND E.
