PRESIDENTIAL DECREE NO. 1095
PRESIDENTIAL DECREE NO. 1095 - AMENDING Section 8 OF PRESIDENTIAL DECREE NO. 420 CREATING THE PHILIPPINE RACING COMMISSION
 


WHEREAS, Presidential Decree No. 420 provided for the creation of the Philippine Racing Commission which shall have exclusive jurisdiction and control over every aspect of the conduct of horse-racing, including the framing and scheduling of races, the construction and safety of racetracks, the allocation of prizes, and the security of racing; and  

WHEREAS, it is necessary to provide clearly for the abolition of the Jockeys and Horse Trainers Injury, Disability and Death Compensation Board and the transfer of its function to the Philippine Racing Commission;

NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers vested in me by the Constitution, do hereby order and decree:

Section 1. Section 8 of Presidential Decree No. 420 is hereby amended to read as follows:

"Sec. 8. Jurisdiction, Powers and Functions. — Generally, the Commission shall have exclusive jurisdiction and control over every aspect of the conduct of horse-racing, including the framing and scheduling of races, the construction and safety of horse-racing, the allocation of prizes, and the security of racing.

"The functions of the Games and Amusements Board with respect to horse-racing, except those related to the supervision and regulation of betting in horse-racing as provided for in Sections 6, 11, 15, 18, and 24 of Republic Act No. 309, as amended, are hereby transferred to the Commission.

"The Games and Amusements Board shall continue to supervise jai-alai, boxing and wrestling activities as provided in existing applicable laws.

"The Jockeys and Horse Trainers Injury, Disability and Death Compensation Board created under Republic Act. No. 6115 is hereby abolished and its functions, together with the Jockeys and Horse Trainers Compensation Fund, are hereby transferred to the Philippine Racing Commission to be administered in accordance with the provisions of R.A. No. 6115 and P.D. No. 711."

Section 2. This Decree shall take effect immediately.

Done in the City of Manila, this 18th day of February, in the year of Our Lord, nineteen hundred and seventy-seven.
