WHEREAS, it
is the policy of the government to adjust the salaries of government
officials and employees to enable them to cope with the rising costs of

WHEREAS, in line with this policy, Executive Order No. 79-02 of the
Metro Manila Governor has authorized the salary adjustment of
city/municipal officials within Metro Manila, including those in the
Metropolitan Manila Commission;chanroblesvirtualawlibrary
WHEREAS, such increase in salaries, particularly the adjustment to CESO
rates of the salaries of city/municipal officials occupying positions
which were equated to the Career Executive Service have, aside from
rendering the present rates of Metropolitan Manila Commission officials
and City Mayors in the four (4) cities of Metro Manila obsolete and
unrealistic, also brought about the undesirable situation where the
superior officials receive lower salaries than their

NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines,
by virtue of the powers vested in me by the Constitution, do hereby
order and decree:cralaw:red
Section 1. Salaries of MMC Governor, Vice Governor
and Three (3) Commissioners for Planning, Operations and Finance. — The
salaries of the Metropolitan Manila Governor/Chairman shall be
increased from P60,000 to P75,000, the Vice Governor/Vice Chairman from
P50,000 to P60,000, and the three (3) Commissioners for Planning,
Operations and Finance from P45,000 to P55,000 each per annum.
Section 2. Salaries of Assistant to the Governor and
the Assistants for Planning, Operations and Finance. — In the meantime
and until the Metro Manila Commission is constituted, the salaries
authorized in the preceding section for the Vice Governor/Vice Chairman
and Commissioners for Planning, Operations and Finance shall be
enjoyed/received by the Assistant to the MMC Governor/Chairman and the
Assistants for Planning, Operations and Finance, respectively. chanroblesvirtualawlibrary
Section 3. Salaries of Mayors of the Four (4) Cities
in Metro Manila. — The salaries of the City Mayor of Manila shall be
fixed at P54,000 per annum while those of the City Mayors of Pasay,
Caloocan and Quezon cities shall receive P50,000 each, per annum.
Section 4. Funding. — The amounts necessary to
implement the salary increase of the abovementioned officials shall be
drawn from the salary savings or such other funds of the Metro Manila
Commission or the city concerned as are not otherwise earmarked for
specific purposes.
Section 5. Effectivity. — The salary increase
authorized in this Decree shall be made effective May 1, 1979.
