PRESIDENTIAL DECREE NO. 1651 -
AMENDING FURTHER SectionS 2 AND 3 OF PRESIDENTIAL DECREE NO. 1271, AS
AMENDED, ENTITLED "AN ACT NULLIFYING DECREES OF REGISTRATION AND
CERTIFICATES OF TITLE COVERING LANDS WITHIN THE BAGUIO TOWNSITE
RESERVATION ISSUED IN CIVIL RESERVATION CASE NO. 1 G.L.R.O. RECORD NO.
211 PURSUANT TO REPUBLIC ACT NO. 931, AS AMENDED, BUT CONSIDERING AS
VALID CERTAIN TITLES OF SUCH LANDS THAT ARE ALIENABLE AND DISPOSABLE
UNDER CERTAIN CONDITIONS AND FOR OTHER PURPOSES" BY GRANTING ANOTHER
PERIOD TO FILE MANIFESTATION OF INTENTION TO VALIDATE TITLES

| WHEREAS,
the period fixed under Presidential Decree No. 1271, as amended by
Presidential Decree No. 1311, within which manifestations of intention
to validate titles to lands in the Baguio Townsite Reservation expired
on December 22, 1978; WHEREAS, there are still thousands of landowners affected who were unable to file their manifestations to validate titles within the prescribed period and/or found it difficult to comply with the requirements imposed by said Decrees; WHEREAS, most of these affected are illiterate natives and small landowners; and WHEREAS, upon recommendation of the Director of Lands, it is necessary to grant the affected landowners an additional period of time within which to file their manifestations of intention to validate titles to lands within the Baguio Townsite Reservation. NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers vested in me by the Constitution, do hereby order and decree the following: Section 1. Section 3 and 4 of Presidential Decree No. 1271, as amended, are hereby further amended by granting an additional period of six (6) months from the effectivity of this Decree to landowners within which to file their manifestation of intention to validate titles to lands in the Baguio Townsite Reservation. Section 2. All laws, decrees, orders, letters of instructions, rules and regulations, or parts thereof, contrary to or inconsistent with the provisions of this Decree are hereby repealed, amended or modified accordingly. Section 3. This Decree shall take effect immediately. Done in the City of Baguio, this 1st day of December, in the year of Our Lord, nineteen hundred and seventy-nine. |
