PRESIDENTIAL DECREE NO. 325
PRESIDENTIAL DECREE NO. 325 -
PROVIDING FOR THE TRANSMISSION FREE OF CHARGE WITHIN THE PHILIPPINES OF
MAIL MATTERS AND TELEGRAMS OF THE DEPARTMENT OF LOCAL GOVERNMENT AND
COMMUNITY DEVELOPMENT

WHEREAS,
the Department of Local Government and Community Development (DLG) has
been created under Presidential Decree No. 1 dated September 24, 1972
approving the Integrated Reorganization Plan;chanroblesvirtualawlibrary
WHEREAS, the DLG has been entrusted the duty of supervising the
administration of local government units; the plans and programs for
community development and the execution thereof; and the creation,
operation and maintenance of cooperatives throughout the land;chanroblesvirtualawlibrary
WHEREAS, the duty above-mentioned is so complicated and detailed that
direct communication to persons or entities situated even in remote
barrios is required in proper cases; and
WHEREAS, in the discharge thereof, the mail charge and other similar
duties have reached prohibitive proportions causing an onerous burden
on the limited finances of the DLG thereby hampering said Department
from pursuing its programmed activities for lack of sufficient

NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines,
by virtue of the powers vested in me by the Constitution as
Commander-in-Chief of all the Armed Forces of the Philippines and
pursuant to Proclamation No. 1081 dated September 21, 1972, and General
Order No. 1 dated September 22, 1972, as amended, do hereby order and
decree to be part of the law of the land the following:cralaw:red
Section 1. All mail matters and telegrams of the
Department of Local Government and Community Development shall be
received, transmitted and delivered free of charge: Provided, That each
such mail matter when addressed to persons and offices other than
government officers or offices shall not exceed one hundred and twenty
grams in weight;chanroblesvirtualawlibrary
Section 2. The envelopes or wrapper of such mail
matter shall bear on the left upper corner the words "Department of
Local Government & Community Development" and on the right upper
corner the words "Penalty for private or unauthorized use to avoid
payment of postage, five hundred pesos."
Section 3. Any person who shall violate the
provisions of this Decree shall be punished by a fine of not more than
five hundred pesos.
Section 4. This Decree shall take effect immediately.

this 30th day of October, in the year of Our Lord, nineteen hundred and
seventy-three.
