WHEREAS, in
view of the tremendous demand for the services of experienced
geologists, mining engineers, paleontologists and metallurgists by the
expanding mining industry, many of the technical men of the Bureau of
Mines are leaving the stable but low-paying government service for
higher salaries and fringe benefits being offered by private

WHEREAS, the Bureau of Mines had actually lost many of its technical
men in view of the low salary being offered by the Government;chanroblesvirtualawlibrary
WHEREAS, in order to accelerate the development of the mining industry
in the country, it is necessary to augment the salaries of all
technical men of the Bureau of Mines in the form of monthly incentive
allowance to meet the high cost of living;chanroblesvirtualawlibrary
NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines,
by virtue of the powers vested in me by the Constitution as
Commander-in-Chief of the Armed Forces of the Philippines, and pursuant
to Proclamation No. 1081 dated September 21, 1972, and General Order
No. 1 dated September 22, 1972, as amended, do hereby decree and order:cralaw:red
Section 1. All technical personnel of the Bureau of
Mines in the following category shall receive monthly incentive
allowances in accordance with the salary grouping herein below:cralaw:red

Section 2. The sum of Nine Hundred Thousand Pesos
(P900,000) is hereby appropriated from the National Treasury which may
be taken from the unexpended appropriations or earnings in the Special
Fund of the Bureau of Mines. Thereafter, the said amount shall be
included in the General Appropriations Decree of the Bureau of Mines.
