PRESIDENTIAL DECREE NO. 646 -
DEFINING THE BOUNDARY BETWEEN THE PROVINCE OF RIZAL AND BULACAN,
PARTICULARLY IN THE MUNICIPALITIES OF OBANDO, BULACAN AND NAVOTAS, RIZAL

| WHEREAS,
since time immemorial the provincial boundary between the provinces of
Rizal and Bulacan, particularly in the municipalities of Navotas, Rizal
and Obando, Bulacan, has never been defined; WHEREAS, it is desirable that the provincial boundary in the above-named places be defined in the interest of the people living therein; WHEREAS, a Committee was created under Memorandum Order No. 446, dated July 19, 1974, which conducted several conferences among the local officials involved for the purpose of arriving at a definite boundary line between the provinces of Rizal and Bulacan; WHEREAS, the municipal mayors of Obando, Bulacan and Navotas, Rizal, have agreed to the line drawn by the Committee to be the boundary between the two municipalities, which line shall likewise be the provincial boundary between the provinces of Rizal and Bulacan in that particular area; and WHEREAS, the Bureau of Lands had undertaken the survey of the boundary line under Plan SWO-41726 from August 1 to 31, 1974, which survey plan was approved by the Committee created under Memorandum Order No. 446. NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers in me vested by the Constitution, do hereby order and decree that the boundary line between the provinces of Rizal and Bulacan, particularly in the municipalities of Navotas, Rizal and Obando Bulacan, is described as follows: "Beginning at a point which is the junction of the Binuwangan River and the Sapang Tukol creek, both bodies of water are navigable, towards a southwesterly general direction to Manila Bay up to the end of Sapang Tukol, thence to a point S 03º-03'W, 1.50 meters marked as PBM No. 16 (Provincial Boundary Monument) for Bulacan Province, with latitude 14º-42'-20" 025 N and longitude 120º-54'-36" .598 E, thence S 56º-43' W, 471 16 meters to a point marked as PBM No. 17 for Bulacan Province, also identical to PBM No. 51 for Rizal Province, with latitude 14º-42'-11" .608 N and longitude 120º-54'-23" .434 E. thence S 56º-44' W, 119.00 meters, to a point on the shoreline of Manila Bay." (Per Plan SWO-41726, approved by the Director of Lands on December 12, 1974.) This Decree shall take effect immediately. DONE in the City of Manila, this 30th day of January, in the year of Our Lord, nineteen hundred and seventy-five. |
