PRESIDENTIAL DECREE NO. 981 -
PROVIDING FOR AUTHORITY TO RECONSTITUTE THE MEMBERSHIP OF GOVERNMENT
BOARDS AND BODIES IN WHICH THE EXECUTIVE SECRETARY WAS AN EX-OFFICIO

WHEREAS,
the position of Executive Secretary was abolished under Presidential
Decree No. 831 dated November 27, 1975; chanroblesvirtualawlibrary
WHEREAS, the position of Executive Secretary was an ex-officio member
of several government boards and bodies; and
WHEREAS, there is therefore need to fill the void in the membership of
these boards and bodies as a result of the abolition of the position of
Executive Secretary.
NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines,
by virtue of the powers vested in me by the Constitution, do hereby
order and decree as follows:cralaw:red
1. Authority is hereby given to the President of the
Philippines to reconstitute the membership of government boards and
bodies where the abolished position of Executive Secretary used to be a
member.
2. For this purpose, the President may take any of
the following actions for each particular government board or body in
which the position of Executive Secretary was a member:cralaw:red
(a) Provide for the replacement of the position of
Executive Secretary with another member either in an ex-officio or
personal capacity;chanroblesvirtualawlibrary
(b) Provide that the seat of the position of
Executive Secretary be deemed abolished and therefore no replacement is
needed; and
(c) Effect a reduction in the membership if this is
necessary to keep the membership at an odd number, as a consequence of
the abolition of the seat of the Executive Secretary.
3. This Decree shall take effect immediately. chanroblesvirtualawlibrary
