REPUBLIC ACT NO. 424


 


REPUBLIC ACT NO. 424 - AN ACT APPROPRIATING FUNDS FOR THE OPERATION OF THE GOVERNMENT OF THE REPUBLIC OF THE PHILIPPINES DURING THE PERIOD FROM JULY ONE, NINETEEN HUNDRED AND FORTY-NINE TO JUNE THIRTY, NINETEEN HUNDRED AND FIFTY, AND FOR OTHER PURPOSES



Section 1.    Out of any funds in the National Treasury not otherwise appropriated, the following sums are hereby appropriated for the operation of the Government of the Republic of the Philippines during the period from July one, nineteen hundred and forty-nine to June thirty, nineteen hundred and fifty, as provided in Executive Order Nos. 225, 226, 239 and 240, series of 1949: 

A.    The several sums appropriated in Republic
Act Numbered Three hundred and twenty for
the same purposes, services, and activities therein
specified, all the provisions of the said Act being
hereby reenacted and made a part hereof (Executive
Order No. 225, series of 1949    P232,300,297.00

B.    The following sums, or so much thereof
as may be necessary, for the several purposes, services
and activities established by laws hereinafter mentioned,
all the special and general provisions of Republic Act
Numbered Three hundred and twenty being hereby
made applicable to them (Executive Order No. 240,
series of 1949):

1.    For the operation and maintenance of
    the national agricultural school in the
    Province of Occidental Negros (Republic
    Act No. 43)    P289,500.00

2.    For additional personnel of the Bureau of
    Commerce needed in the enforcement of
    the Bonded Warehouse Act, etc. (Republic
    Act No. 247)    10,000.00

3.    For canvassing, locating and evaluating deposits
    of minerals needed in the development of
    Philippine industries (Republic Act No. 249)     200,000.00

4.    For the establishment and operation of the
    customs service at the port of San Fernando,
    Province of La Union (Republic Act No. 284)    25,000.00

5.    Judiciary Act of 1948 (Republic Act No. 296)    305,513.33

6.    To establish, organize and maintain one national
    junior agricultural high school in Bunawan,
    Agusan (Republic Act No. 301)      50,000.00

7.    For the maintenance of various agricultural
    schools (Republic Act No. 303)    400,000.00

8.    For the registration of the claims of all officers
    and employees of the Government of the
    Commonwealth, etc., to salaries and wages
    during the enemy occupation (Republic
    Act No. 304)    50,000.00

9.    For the establishment of a school of fisheries in
    Catbalogan, Samar (Republic Act No. 313)     50,000.00

10.    For the increase in pay and allowances of
    enlisted men of the Philippine Constabulary
    (Republic Act No. 315)    1,960,000.00

11.    For the increase in pay and allowances of
    enlisted men of the Armed Forces of the
    Philippines (Republic Act No. 315)    1,640,000.00

12.    For salaries and wages and other expenses
    of the Office of Special Attorneys (Republic
    Act No. 311, as amended by Republic
    Act No. 324)    375,000.00

13.     Reorganizing the Office of the Solicitor
    General (Republic Act No. 335)    29,400.00

14.    For salaries and wages and other expenses
    of the Capital City Planning Commission
    in accordance with the provisions of section
    5 of Republic Act No. 333    150,000.00

15.    Regulating the practice of chemical engineering
    (Republic Act No. 318)    2,000.00

16.    For the operation and maintenance of
    additional classes in the Philippine Normal
    School (Republic Act No. 336)    99,500.00

17.    For the operation and maintenance of the
    Pangasinan Normal School (Republic
    Act No. 336)    57,800.00

18.    For the operation and maintenance of existing
    elementary classes (Republic Act No. 346)     33,698,988.00

19.    For the adjustment of the salaries of public
    school officials, teachers and other school
    personnel of the Bureau of Public Schools
    (Republic Act No. 347)    12,000,000.00

20.    For expenses in connection with the
    establishment of a municipal maternity and
    charity clinic in every municipality and municipal
    district in accordance with the provisions of
    Republic Act No. 185    1,000,000.00

21.    For the adjustment of the salaries of teachers
    and other school personnel in the Social
    Welfare Commission in accordance with the
    provisions of Republic Act No. 312    9,440.00

Less — Amount to be paid out of the receipts
    under section 6 of Act No. 3203, as amended     (7,560.00)

    Total     P52,404,581.33

C.    The following sums, or so much thereof as
may be necessary, for the following purposes, all the
special and general provisions of Republic Act Numbered
Three hundred and twenty being hereby made applicable
to them (Executive Order No. 239, series of 1949):

1.    For continuing the health work and activities
    undertaken by the United States Public
    Health Service in the Philippines    P300,000.00

2.    For continuing the quarantine work to be
    taken over from the United States Public
    Health Service in accordance with the
    policy to relinquish gradually to the
    Philippine Government all activities now
    being undertaken and financed by the said
    Service under the Philippine Rehabilitation
    Act of 1946    200,000.00

3.    For the operation and maintenance of
    internationalr communications, navigation
    services and radiods paid for by the
    United States Government to be completely
    taken over by the Government of the Republic
    of the Philippines on July 1, 1949    225,000.00

4.    For the operation and maintenance of the
    Weather Bureau stations paid for by the
    United States Government to be completely
    taken over by the Government of the Republic
    of the Philippines on July 1, 1949    150,000.00

    Total     P875,000.00

D.    For the expenses in connection with and
incidental to the holding of the national elections which
were held on November eight, nineteen hundred and
forty-nine (Executive Order No. 226, series of 1949)    P6,000,000.00

Section 2.    The motor vehicles which are to be transferred or which were transferred by the agencies concerned by the United States to the Republic of the Philippines and which are used by the Bureau of Health and the Bureau of Quarantine Service for health, sanitation, and quarantine work for the prevention and control of epidemics, shall continue to be operated and maintained for the same purposes by the said bureaus.  

Section 3.    For the purposes of this Act, Executive Orders Numbered Two hundred twenty-five, Two hundred twenty-six, Two hundred thirty-nine, and Two hundred forty, series of nineteen hundred forty-nine, are hereby ratified, and all acts and disbursements heretofore made in pursuance thereof are hereby authorized.

Section 4.    This Act shall take effect upon its approval.
