ACT NO. 5663
REPUBLIC ACT NO. 5663 - AN
ACT AMENDING THE REVISED CHARTER OF THE CITY OF MANILA (RE: DEPARTMENT
OF SOCIAL WELFARE)
Section 1. Section eighty-A of Republic Act Numbered Four
hundred nine, otherwise known as the Revised Charter of the City of
Manila, is hereby amended to read as follows:
"Sec. 80-A. Department of Social Welfare. — There
shall be a Social Welfare Department which shall administer a
comprehensive and integrated program of said services for the City of
Manila and shall have the following general powers and duties:
"(a) He shall have control and supervision over the
social services of the city;
"(b) He shall execute and enforce all laws,
ordinances and regulations relating to social services;
"(c) He shall recommend to the municipal board the
passage of ordinance as he deem necessary for the rendition of maximum
social services to the city;
"(d) He shall cause to be prosecuted all violations
of social service laws and ordinances;
"(e) He shall cooperate with all public and private
relief agencies and charitable organizations in their missions to the
city and shall be the representative of the Mayor to these agencies and
organizations in matters affecting the social needs and services of the
city; and
"( f ) He shall exercise such other powers as may be
necessary in the performance of his duties as the Social Welfare
Officer of the city."
Sec. 2. The same Act is hereby amended by
inserting a new section between Section eighty-A and Section eighty-one
which shall read as follows:
"Sec. 80-B. The Social Welfare Officer and Deputy
Social Welfare Officer. — The department shall be headed by Social
Welfare Officer who shall be assisted by a Deputy Social Welfare
Officer and such social service staff, technicians, and other personnel
necessary to perform the functions of the Department.
"The Deputy Social Welfare Officer shall possess professional training
in social work, with a master's degree in social work, a working
knowledge of public administration, and must have had at least seven
years of paid experience in executive and supervisory capacity in a
social welfare agency, preferably in public agency. The incumbent
assistant to the Social Welfare Officer possessing these qualifications
shall continue in said position. The position shall be in the
classified service and subject to Civil Service rules and
regulations.
"Both officials shall receive an annual compensation at the rate fixed
by law for the heads and assistant heads of the other city
departments."
Sec. 3. This Act shall take effect upon its
approval.
