REPUBLIC ACT NO. 575  - AN ACT APPROPRIATING ADDITIONAL FUNDS FOR THE OPERATION AND MAINTENANCE OF THE GOVERNMENT OF THE REPUBLIC OF THE PHILIPPINES DURING THE PERIOD FROM JULY FIRST, NINETEEN HUNDRED FIFTY TO JUNE THIRTIETH, NINETEEN HUNDRED FIFTY-ONE, AND FOR OTHER PURPOSES




Section 1.    The following sums, or so much thereof as may be necessary, are appropriated out of any funds in the Philippine Treasury not otherwise appropriated, during the period from July first, nineteen hundred fifty to June thirtieth, nineteen hundred fifty-one, for the purposes specified hereunder:

    Boards of Marine Examiners; Boards of
    Examiners for Engineers and Architects;
    Veterinary Examining Board; and Board
    of Accountancy, P10 per board chairman
    and member for each candidate examined;
    P5 for each candidate registered without
    examination; P5 for each candidate
    examined as midwife, master electrician,
    certified plant mechanic, druggist, harbor,
    bay, river and lake patron, and motor
    engineer and for each candidate in the
    preliminary or final physician examination:

    registered without examination in any of

    shall receive a compensation of P3:

    of existing law to the contrary

    and registration fees collected by said

    same may be covered by paying the
    chairmen, members, personnel and other
    necessary expenses of the boards from
    the unexpended balance of examination
    and registration fees and collected by

SPECIAL PROVISIONS
(q)    The supplemental salaries provided for
    the positions in the Philippine Purchasing
    Agency in New York shall not be paid to
    the incumbents thereof whenever they are
    in the Philippines.

(r)    The provisions of section 5(5) of Republic
    Act No. 563 and of all the other pertinent
    sections of the said Act shall be applicable
    to the appropriations of the New York
    Philippine Purchasing Agency as herein
    amended ."

1.    The Secretary of Finance is hereby authorized, upon the recommendation of the Collector of Internal Revenue, to use any savings in the appropriation for the new positions authorized for the Bureau of Internal Revenue in sub-items (a) to (f-1), item F-IV-10, pages 149 to 150, to pay the trainees of the Bureau of Internal Revenue Training School their monthly allowance up to the end of their training term."

4.    For the payment of gratuity equivalent to one
    month salary for every year of continuous
    satisfactory service rendered but not exceeding
    twelve months on the basis of the last salary
    received, to officials and employees who are
    separated from the service by reason of the
    abolition of their positions in the General
    Appropriation Act for the fiscal year 1951:
    PROVIDED, HOWEVER, That those entitled
    to a gratuity for three months or less shall be
    paid their full gratuity; those entitled to more
    than three months shall be paid an additional
    one-half month for every additional month to
    which they are entitled, the total payments not
    to exceed six months: PROVIDED, FURTHER,
    That the unpaid portion of the gratuity shall be
    paid from savings in accordance with the
    provisions of paragraph (5), section 5, of
    Republic Act No. 563: AND PROVIDED,
    FINALLY, That in case an employee entitled to
    gratuity is reinstated in the government service,
    or in any government-owned or controlled
    corporations, he shall be required to refund to
    the National Government the unexpired portion
    of his gratuity    P400,000.00

L. — DEPARTMENT OF NATIONAL DEFENSE
SPECIAL PURPOSES
3.    Item 3 (o-5), page 535 of Republic Act
    No. 563 is amended to read as follows:
    "(o-5)    For hire of temporary helpers and
    laborers to be employed from time
    to time at rates not exceeding P3.80
    per day — P71,500.00".

5.    For the creation of a revolving fund for the
    hospitalization of veterans and the construction
    of hospitals to defray all items of cost of
    hospitalization under the provisions of Public
    Law 865 of the 80th United States Congress
    and all necessary costs of technical services
    and construction of hospitals, that are directly
    subject to reimbursement from the Government
    of the United States under the aforesaid Public
    Law: PROVIDED, That the Secretary of
    National Defense is authorized to receive,
    disburse and account for all funds received from
    the Government of the United States of America
    under the provisions of said Public Law    P1,000,000.00

GENERAL PROVISIONS

Sec. 2.    The special and general provisions of the General Appropriation Act for the fiscal year 1951 (Republic Act No. 563) not in conflict with the provisions of this Act are hereby made applicable to the appropriations provided in this Act.  

Sec. 3.    No item in this Act shall be transferred to any other item.

Sec. 4.    This Act shall take effect as of July first, nineteen hundred fifty.
