"(e)    Service rendered by him as civilian official or employee in the Government: Provided, That he has rendered at least ten years of active service in the Armed Forces of the Philippines: Provided, further, That if the period of his service as such civilian official or employee is longer that the period of his military service, his service as civilian official or employee shall be credited only as equal to his military service."
