Quoted hereunder, for your information, is a resolution of the Court En Banc dated November 18, 2008.

Leonardo-De Castro, J., on official leave."A.M. No. 08-11-648-RTC. - Re: Arson Incident that Occurred at RTC, Branch 18, Tagaytay City, on October 12, 2008.- The Court Resolved, upon the recommendation of the Office of the Court Administrator, to
(a) DOCKET this matter as A.M. No. RTJ-08-2151 (Office of the Court Administrator vs. Judge Edwin G. Larida, Jr., RTC, Branch 18, Tagaytay City);The Court further Resolved to REFER the instant administrative complaint against Judge Larida to (a) the Presiding Justice of the Court of Appeals for RAFFLE among the Justices thereat within five (5) days from notice hereof and (b) the Court of Appeals Justice to whom the complaint will be raffled for INVESTIGATION, REPORT AND RECOMMENDATION thereon within sixty (60) days from the date of the raffle.
(b) DIRECT Judge Larida to cease and desist from hearing and deciding cases at RTC, Branch 18 Tagaytay City;
(c) DESIGNATE Judge Larida as Assisting Judge of RTC, Branch 74, Malabon City, to decide inherited cases submitted for decision and already beyond the reglementary period to decide in the aforesaid court;
(d) DIRECT Messrs. Jayson A. Marticio and Larry G. Laggui to report back to the City Government of Tagaytay, effective immediately;
(e) PROHIBIT Messrs. Marticio, Laggui and Napoleon Cabanizas, Jr., from entering the premises of RTC, Branch 18, Tagaytay City;
(f) REFER the cases submitted for decision in RTC, Branch 18, Tagaytay City, to a task force composed of the following retired judges of the Regional Trial Court who shall draft decisions for the consideration of the acting presiding judge, or in the alternative, two (2) assisting judges to be designated to decide cases submitted for decision in the aforesaid court giving priority to those cases which were already submitted for decision for mire than five (5) years:(i) Judge Rosalina L. Pison, formerly of RTC Branch 1-7, Quezon City;(g) ORDER the Justice on Wheels to be utilized for the purpose of disposing cases involving detention prisoners both in the Provincial Jail of Cavite City and Tagaytay City Jail;
(ii) Judge Augusto T. Gutierrez, formerly of RTC, Branch 47, Manila;
(iii) Judge Romeo F. Zamora, formerly of RTC, Branch 94, Quezon City;
(iv) Judge Elsa I. De Guzman, formerly of RTC, Branch 89, Quezon City;
(h) DIRECT the Office on Halls of Justice to provide at least two (2) security personnel at RTC, Branch 18, Tagaytay City;
(i) REVOKE the designation of Judge Emma S. Young, RTC, Branch 36, Manila, as Assisting Judge of RTC, Branch 18, Tagaytay City, pursuant to Administrative Order No. 132-2008 dated September 15, 2008, and instead, DESIGNATE Judge thereat effective immediately and to continue until further orders from the Court. Judge Young shall be entitled to reimbursement of travel expense allowance with per diems and additional expense allowance and judicial incentive allowance as provided for in the resolution of the Court En Banc dated February 2, 1999 in A.M. No. 99-1-04-SC, as amended. ( for release)
