The motion of petitioner for leave to file second motion for reconsideration of the decision dated 28 October 1998 is DENIED pursuant to Section 2, Rule 52 in relation to Section 4, Rule 56 of the 1997 Rules of Civil Procedure, as amended.

Accordingly, aforesaid second motion for reconsideration of the decision dated 28 October 1998 is NOTED WITHOUT ACTION. No further pleadings or motions shall be entertained in this case. Let ENTRY OF FINAL JUDGMENT be made in due course.
