Navarrete, counsel for petitioner, has failed up to this date to file reply to the Solicitor General's comment on the petition for certiorari as required in the resolution of 12 October 1998, the Court RESOLVES to DISMISS the petition for non-compliance with aforesaid resolution of 12 October 1998.
