The motion of petitioner to admit his reply to private respondent's comment on the petition for review on certiorari and aforesaid reply dated 29 January 1999 are NOTED WITHOUT ACTION, both pleadings being unsigned by petitioner or his counsel, in violation of Section 3, Rule 7 of the 1997 Rules of Civil Procedure, as amended, as a consequence of which the same are considered as not filed with the Court and without legal effect.
