The copies of the resolution of 21 October 1998 and 7 December 1998 both addressed to Atty. Arniel N. Bondoc, counsel for respondent, at Journal Bldg., Railroad Street, Port Area, Manila, which were returned to this Court unserved with notations "Unclaimed," are deemed SERVED on Atty. Bondoc by substituted service pursuant to Section 8, Rule 13 of the 1997 Rules of Civil Procedure, as amended. Quisumbing, J., took no part, because of close relation to a party in the case.
