Considering the motion of petitioner for clarification of certain issues in the decision of August 20, 1998, the Court RESOLVES to TREAT the motion as a second motion for reconsideration of the aforesaid decision of August 20, 1998 and to DENY the same pursuant to Section 2, Rule 52, in relation to Section 2, Rule 56 of the 1997 Rules of Civil Procedure.
