The petition for En Banc proceeding filed by petitioners is DENIED, their motion for reconsideration of the resolution of July 27, 1998 which dismissed the petition for review on certiorari having been denied with finality in the resolution of November 11, 1998.

Accordingly, the opposition of respondents to the aforesaid petition is NOTED WITHOUT ACTION. No further pleadings or motions shall be entertained in this case. Let ENTRY OF FINAL JUDGMENT be made in due course.
