The motion of petitioner for leave to file a second motion for reconsideration of the resolution of August 5, 1998 which dismissed the petition for certiorari, with appeal to refer this case to the Court En Banc and prayer for the issuance of a temporary restraining order is DENIED pursuant to Section 2, Rule 52 in relation to Section 2, Rule 56 of the 1997 Rules of Civil Procedure and paragraph 7 of the Resolution of the Court En Banc dated April 7, 1988.
Upon motion of private respondents, let ENTRY OF FINAL JUDGMENT in this case be made in due course.
