The letter of petitioner Julian Santiago, Jr., dated January 9, 1999, requesting assistance for the speedy disposition of his motion for reconsideration of the dismissal of his petition is NOTED, the aforesaid motion for reconsideration of the resolution of November 9, 1998 which dismissed the petition for certiorari for non-compliance with the 1997 Rules of Civil Procedure having been already denied with finality in the resolution of January 20, 1999 lack of compelling reason to warrant the reconsideration sought.
