Acting on the motion of petitioner for reconsideration of the resolution of November 11, 1998 which dismissed the petition for review on certiorari for petitioner's failure to submit a written explanation for the personal service of copies of the petition on respondents, the Court RESOLVES to DENY the same with FINALITY, no compelling reason having been adduced to warrant the reconsideration sought.
