The motion for authority to travel, dated January 11, 1999, filed by counsel for petitioner, praying that petitioner be granted travel authority to Honolulu, Hawaii, USA, from January 30, 1999 to February 4, 1999 to attend the Mayor's Asia Pacific Environment Summit is GRANTED, subject to the condition that petitioner shall inform the Court of his return immediately thereafter.
