Acting on the motion of the Solicitor General for reconsideration of the resolution of April 15, 1998 which dismissed the petition for review on certiorari for the Solicitor General's failure to file a reply to private respondent's comment on the petition as required in the resolution of November 19, 1997, the Court RESOLVES to DENY the same for lack of merit.
