Acting on the motion of the respondents for reconsideration of the decision of November 3, 1998 as well as the petitioner's opposition thereto, the Court RESOLVED to DENY the motion with FINALITY, the basic issues raised therein having previously been duly considered and passed upon by the Court in the aforesaid and no substantial argument having been adduced to warrant the reconsideration sought.
