Acting on the motion of the petitioner for reconsideration of the resolution of October 7, 1998 which dismissed the petition for review on certiorari for lack of compelling reason to warrant petitioner's disregard of judicial hierarchy and for this Court to assume jurisdiction over the case in the first instance, the Court RESOLVED to DENY the same with FINALITY, no compelling reason having been adduced to warrant the reconsideration sought.
