Acting on the motion of petitioner for reconsideration of the resolution of October 19, 1998 which dismissed the petition for certiorari for petitioner's failure to submit a written explanation for the non-personal filing and service of copies of the petition for certiorari on the respondents pursuant to Section 11, Rule 13 of the 1997 Rules of Civil Procedure, the Court RESOLVES to DENY the same with FINALITY, no compelling reason having been adduced to warrant the reconsideration sought.
