Acting on the motion of petitioners for reconsideration of the motion of petitioners for reconsideration of the resolution of October 14, 1998 which dismissed the petition for certiorari for failure to submit an affidavit of service of copies of the petition on respondent pursuant to Section 13, Rule 13 of the 1997 Rules of Civil Procedure, the Court RESOLVED to DENY the same with FINALITY, no compelling reason having been adduced to warrant the reconsideration sought. Accordingly, the urgent motion of petitioners for the issuance of a temporary restraining order and/or preliminary injunction is NOTED WITHOUT ACTION.
