Acting on the petition for review on certiorari dated October 22, 1998, the Court RESOLVES to DENY the same pursuant to Section 3, Rule 45 in relation to Section 5, Rule 56 of the 1997 Rules of Civil Procedure for petitioner's failure to submit a written explanation why the service of copies of the petition on the respondents was not done personally as required by Section 11, Rule 13 of the same Rules.
