Quoted hereunder, for your information, is a resolution of this Court dated JAN 12, 1999.

G.R. No. 136786 (AKBAYAN! (Citizens' Action Party), Adhikain at Kilusan ng Ordinaryong Tao Para sa Lupa, Pabahay at Kaunlaran (A.K.O.), and Association of Philippine Electric Cooperatives - (APEC), petitioners, vs. Commission on Elections, House of Representatives, represented by Speaker Manuel B. Villar, Pag-asa, Senior Citizens, AKAP, AKSYON, Pinatubo, NUPA, PRP, AMIN, MAHARLIKA, OCW UNIFIL, PCCI, AMMA KATIPUNAN, KAMPIL, BANTAY BAYAN, AFW, Ang Lakas OCW, Women Power, Inc., FEJODAP, CUP, Veterans Care, Four "L", AWATU, PMP, ATUCP, NCWP, ALU, BIGAS, COPRA, GREEN, ANAK-BAYAN, ARBA, MINFA, AYOS, All Coop, PDP-LABAN, Katipunan, One Way Print, Aabante Ka Pilipinas, respondents.)

WHEREAS, a petition for certiorari and prohibition with urgent application for temporary restraining order and writ of preliminary injunction have been filed in the above-entitled case;

WHEREAS, the aforesaid petition has been found to be sufficient in form and substance and it is necessary and proper that to this case be consolidated G.R. No. 136795 (Alagad [Partido ng Maralitang-Lungsod], National Confederation of Small Coconut Farmers' Organizations [NCSCFO] and Luzon Farmers' Party [BUTIL] vs. Commission on Elections, Senior Citizens, AKAP, AKSYON, PINATUBO, NUPA, PRP, AMIN, Pag-Asa, Maharlika, OCW, UNIFIL, PCCI, AMMA Katipunan, KAMPIL, BANTAY BAYAN, AFW, ANG LAKAS OCW, Women Power, Inc., FEJODAP, CUP, Veterans Care, 4L, AWATU, PMP, ATUCP, NCWP, ALU, BIGAS, COPRA, GREEN, ANAK-BAYAN, ARBA, MINFA, AYOS, ALL COOP, PDP-LABAN, KATIPUNAN, One Way Print, Aabante Ka Pilipinas) and that respondents be made to comment thereon and a status quo order be issued therein;

NOW, THEREFORE, Let G.R. No. 136795 (Alagad [Partido ng Maralitang-Lungsod], National Confederation of Small Coconut Farmers' Organizations [NCSCFO] and Luzon Farmers' Party [BUTIL] vs. Commission on Elections, Senior Citizens, AKAP, AKSYON, PINATUBO, NUPA, PRP, AMIN, Pag-Asa, Maharlika, OCW, UNIFIL, PCCI, AMMA Katipunan, KAMPIL, BANTAY BAYAN, AFW, ANG LAKAS OCW, Women Power, Inc., FEJODAP, CUP, Veterans Care, 4L, AWATU, PMP, ATUCP, NCWP, ALU, BIGAS, COPRA, GREEN, ANAK-BAYAN, ARBA, MINFA, AYOS, ALL COOP, PDP-LABAN, KATIPUNAN, One Way Print, Aabante Ka Pilipinas) be CONSOLIDATED with this case, (G.R. No. 136786) and You respondents are hereby directed to file a CONSOLIDATED COMMENT in the petitions (G.R. Nos. 136786 and 136795) within ten (10) days from notice.

In the meantime, the parties are hereby directed to MAINTAIN the status quo prevailing at the time of the filing of this petition and, specifically, the respondent Commission on Elections is commanded to CEASE and DESIST from constituting itself as an National Board of Canvassers on 13 January 1999 or on any other date and proclaiming as winners the nominees of the parties, organizations and coalitions enumerated in the dispositive portions of its 15 October 1998 resolution or its 7 January 1999 resolution, until further orders from this Court.
