It appearing that Atty. Oscar C. Fernandez, counsel for petitioners, has failed anew to file petitioners' memorandum within the extended period granted in the resolution of 12 October 1998, the Court RESOLVES to DENY the petition for review on certiorari for failure to comply with the resolution of 18 March 1998 which required the parties to file memorandum.
