The second motion of the petitioner for reconsideration of the resolution of January 21, 1998 which dismissed the petition for review on certiorari for non-compliance with the provisions of Rule 45 governing appeals by certiorari to the Supreme Court, as amended and provided in the 1997 Rules of Civil Procedure is DENIED pursuant to Section 2, Rule 52, in relation to Section 4, Rule 56 of the 1997 Rules of Civil Procedure. Accordingly, the motion of the petitioner to admit the attached Senate Committee Report No. 1031 are NOTED WITHOUT ACTION. Martinez, J., Is on leave.
