Acting of the petition for review on certiorari dated April 18, 1998, the Court RESOLVED to DISMISS the petition for having been filed out of time on April 20, 1998, due date being March 19, 1998; besides, the petitioner failed to submit a written explanation why the service of copies of the petition on the respondents and on the Court of Appeals was not done personally as required by Section 11, Rule 13 of the 1997 Rules of Civil Procedure.
