Florenciano B. del Rosario of Manacop and del Rosario, counsel for petitioners, has failed up to this late date to file petitioners' consolidated reply to the separate comments of the Solicitor General and private respondent on the petition for review on certiorari as required in the resolution of 3 February 1999, the Court RESOLVES to DENY the petition for failure to comply with aforesaid resolution of 3 February 1999.
