Acting on the motion of petitioners for reconsideration of the resolution of 24 February 1999 which denied the petition for review on certiorari for late filing and for lack of affidavit of service of copies of the petition on respondents and on the Court of Appeals containing a full statement of the date and place of such service, the Court RESOLVES to DENY the same with FINALITY, no compelling reason having been adduced to warrant the reconsideration sought.
