Acting on the manifestation and urgent motion of petitioner for reconsideration of the resolution of 7 April 1999 which denied not only the petition for review on certiorari for late filing and failure to serve copy of the petition on the Court of Appeals but also petitioner's urgent motion for reconsideration of the resolution of 10 February 1999 denying her motion for extension of time to file petition, the Court RESOLVES to DENY the same

With FINALITY, no compelling reason having been adduced tow arrant the reconsideration sought.
