Acting on the manifestation and motion of petitioner for reconsideration of the resolution of 22 February 1999 which denied the petition for review on certiorari with prayer for restraining order and/or preliminary injunction for being insufficient in form due to lack of proper verification and for failure to pay the amount of P202.00 as deposit for sheriff's fee and clerk's commission, the Court RESOLVES to DENY the motion with FINALITY, no compelling reason having been adduced to warrant the reconsideration sought.
